Because vps is mostly used for personal, by small business and can host lesser sites... Whereas if bare metal that is used by the big guys and can host more clients. Yet you charge them the same... Other panels charge vps and dedicated license differently... Obviously vps license should be cheaper.....

License price for vps and dedi server should be different.
