Fail2ban not banning IPs

Hello,
Does Fail2ban needs to be config to work Keyhelp?
looking sudo fail2ban-client status sshd it show no banned IPs.
Do I have to edit the /etc/fail2ban/jail.conf for it to work? or I don't need to edit anything?
I changed my ssh default port 22 .. could that be the reason is not banning IPs?

You may try to adjust the port in jail.conf

I read that jail.conf get overwritten with updates. it say on top "You should not modify this file"
I think keyhelp use a different file. to conf fail2ban.
I try creating the jail.local but it didn't work got this error.
ERROR Failed to access socket path: /var/run/fail2ban/ fail2ban.sock. Is fail2ban running?
I am using Ubuntu 20.04.

maybe there is some kind of misconfiguration.
