I developed a plugin for directadmin, to manage redis instances (you can create / delete redis instances, and change size, and retention policy). I would like to port this to keyhelp. I don't find any public documentation about plugin development.
Is it possible?

there is no plugin development planed at the moment.
You can use the API, add custom client-side add-ons via the white label feature or create a custom theme.
