Replace user resouce Templates with dynamic packages

I cant remember if I have seen this asked for already.

KeyHelp should use packages that dynamically assign resource management to user account rather that the static template method.

I would also remove the PHP configuration from the templates and move it to the clients panel (GUI) where then can override the settings as they feel fit, or just leave as server default with no overriding (.user.ini, php.ini) etc..
