1:- Ubuntu or Debian? Which One is good for KeyHelp?
It is a very important question. Which one you prefer or suggest as operating system for KeyHelp? For long time running server.
2:- Does Ubuntu LTS 20.04 support PHP 7.4 until 2025? PHP EOL for version 7.4 is Nov. 2022.
My app must run on PHP 7.4.

For KeyHelp it does not matter if it runs on a Debian or Ubuntu system. It runs fine on both.
Each OS version ships with a different default PHP version, but since KeyHelp provides additional PHP interpreters (Configuration -> PHP Interpreters), there is no excuse not to use a modern OS.
Ubuntu has 5 years of LTS support, Debian has 3 years + 2 years of additional volunteer support.
With KeyHelp, I will support any operating system for at least 5 years, regardless of whether it is Debian or Ubuntu.
Debian 10:
OS default PHP Version: PHP 7.3.31
Additional PHP Interpreters: PHP 5.4 -> PHP 8.1
Debian 11:
OS default PHP Version: PHP 7.4.33
Additional PHP Interpreters: PHP 5.5 -> PHP 8.1
Ubuntu 18:
OS default PHP Version: PHP 7.2.24
Additional PHP Interpreters: PHP 5.3 -> PHP 8.1
Ubuntu 20:
OS default PHP Version: PHP 7.4.3
Additional PHP Interpreters: PHP 5.5 -> PHP 8.1
Ubuntu 22:
OS default PHP Version: PHP 8.1.2
Additional PHP Interpreters: PHP 5.6 -> PHP 8.1

For me that is a simple answer.
Ubuntu isn't as good as Debian as it's not always free of upgrade/update bugs.
It's nice for desktop usage.
My advise, Servers is Debian, no question about it.
Also Debian has a far longer lifespan in support then any other distro:

I have needed this once for some software that couldn't be upgraded.Extended Long Term Support (ELTS) is a commercial offering to further extend the lifetime of Debian releases to 10 years (i.e. 5 supplementary years after the 5 years offered by the LTS project). It is not an official Debian project. Debian's infrastructure and other Debian resources are not involved.
