You did not say why the customer needs old Ubuntu.
Just that he wants to have it.

If you could give reasons one could argue about.

E.g. Hardware X is only certified with that specific Ubuntu. Then one could think about a solution.

Yii script version that mantain his website that is not even compatible with ubuntu 18

However: That is at least one argument.
But no reason not to use a more decent version of Ubutunu or even better Debian.

So, your customer doesn't need Ubuntu 16.
He had just something in his head leading him to this thought.

That's why I question my customers and argue with them.

Yii will perfectly run on KeyHelp.

Because customer pay and if he doesn't want to pay to update the framework I will give him ubuntu 10, even 6, if he doesn't want to pay is not my problem if he run into security risk.

Oh, theoretically I still have the first KeyHelp version 3.0.0 for Ubuntu 12 if there is a need :D...

Alessandro, in case you stumble across some weird request of your customers for an old OS, just send me a private message or contact me via Keyweb Ticket. There are solutions to install outdated versions, but they would require some manual steps, i can walk you through.

Of course I will not encourage someone to do so. It is always preferable to install an up-to-date OS and instead update the application to be compatible with it.
